I'm seeing the same thing in my installation.  If you
open up regedit and look at HKEY_CLASSES_ROOT/.rb,
you'll see the entry there.  You can delete it.  Then,
you can go back to Explorer/View/Folder Options/File
Types and add it again.  I pointed mine to the rubywin
executable.
