Subject: README.EXT.ja seems to have more info...

I was just chatting on IRC and someone asked how to create a Ruby float in 
C.  There was nothing about it in README.EXT but someone found that there 
is a rb_float_new mentioned in README.EXT.ja (we can tell it's in there 
but can't read the definition).... soo... that got us to thinking that not 
all of README.EXT.ja has been translated into English.

Could a Japanese speaker/writer translate the extra bits for us?
