hi,

AFAIK will the new GTK+2.0 also be availabe for Windoze.
if not immediately, it will follow quite soon the linux release
as far as I know.

but if it will be as stable as LInux version, this I doubt.

another option would be to use Tk. this is portable 
accross UNix/windows and I think that the ruby bindings
will also be portable. I have not tried, becauce I do not
like Tk and I do not use Windows, but maybe you should
give it a try.

I have seen, that there are also Qt-bindings in development
for Ruby and because Qt runs on windows (but beware -> licence
required) maybe this will become an option too
