If you're using "cgi.rb" it's like the following:

  require "cgi"

  cgi = CGI::new("Html4Tr")

  cookie1 = CGI::Cookie::new("name", "value1", "value2", ...)
  cgi.out({"cookie" => [cookie1]}){
    "... body of you page"
  }
