With all due respect to Guy, I have to take sides with Mikkel here. Newsgroup and mailinglist postings are primarily "push" media, while web is a "pull" media. It seems strange to push new version number but fail to include enough information so that a reader can quickly find out whether he needs or wants to visit the URL.
