Not just succeeding two literals.  Here-docs allow other things
after it, you can see an example in lib/mkmf.rb:

  def try_func(func, libs, headers = nil)
    headers = cpp_include(headers)
    try_link(<<"SRC", libs) or try_link(<<"SRC", libs)

whereas %l literal can't be used here.

The necessarity of these work-arounds is the reason of my
doubt.
