Subject: Parse bug when used from a library

I've written a library in C, which calls a ruby method via
rb_funcall2(). I'm using this library with Java and JNI.

Float literals are parsed the wrong way.

foo = 0.2
puts foo


This prints "0.2" when I run it with ruby, "0.2" when I run it with a
normal C program and libruby, but "0.0" with my own library.

"foo = 1.0/5.0" is ok. "foo = '0.2'.to_f", too.

All float literals get parsed the wrong way. It's always the part
after the decimal point. So "378.3" gets "378.0".
