There's the RAA (http://www.ruby-lang.org/en/raa.html) which has links to 
modules.  

Also there is an effort going on to create a more CPAN-like repository 
(with mirrors) for Ruby, but I'll let the folks who are working on it 
announce it when the time is right ;-)
