There is an ODBC driver for Windows and PostgreSQL. It can be downloaded
from http://odbc.postgresql.org/. Once you have set the ODBC datasource up
it can be used as the database name in DbTalk (leave host empty).

The PostgreSQL team is also working on a new version of PdAdmin. It is Windows
only but I must admit it is very feature-full.
