I had been under the impression that only subscribers could post directly to the
mailing list, and that the spam was spilling over form the newsgroup.

It seems I was wrong on both counts; I don't see the same spam messages on
c.l.r, and there are no restrictions on who can post to the list.

Would such restrictions be a good idea?
