Subject: mkmf.rb (1.7) causing confusion on mswin32

I just notice few mistake in mkmf.rb (ruby 1.7.3) since Sept 24,
causing much grief compiling extensions on mswin32 (using msvc)
Here is the patch to remedy such horror:
