Try this:

  % ruby setup.rb config --make-prog=nmake

In addition, you can install racc without C compiler:

  % ruby setup.rb config --without-ext

"racc -E" causes the parser including racc/parser.rb and
it's size is 12Kbytes, so calc.rb glows too big.  But if
a parser becomes big, the overhead becomes little.
