Well, I think that a debugger should whenever an exception happened.
So the current spec. of debug.rb doesn't have to be changed IMHO.  If
a library (say x.rb) would rescue an exception and that is an intended
action, x.rb can explain to a user through stderr according to debug
level, e.g., $-d, $-w etc.  So if that is needed I can add code to
print such log message when LoadError is rescued in webrick/utils.rb.
That was what I'd like to say.
