I disagree quite strongly.

Nothing will put off propspective users faster than having to
download a number of different packages, all from different sources
(tk, cygwin, ruby, etc).

Besides, you don't need the entire cygwin distribution -- just the
DLL.  Presumably a stripped-down version of Tk could be included
as well.  (Assuming the respective licenses permit such a distribution).
