Yes. I used the pragprog installer, as well as the cygwin and the mingw 
versions of ruby on windows "me". No problems.

So the exact text is "An error in mswin32-ruby16.dll" ?  Strange.
Did you look if there are multiple copies of this dll on your hard drive?

Dont know. Maybe reinstall windows from scratch. This helps sometimes.
