I really don't think that the CygWin installation should be included. It's quite large, any one wouldn't want to download it more frequently than necessary. Also, the CygWin site is pretty easy to use, though the first installation takes a couple of hours to download over a pretty fast connection. Still, it's now got an updater, so that subsequent installs only need to download the things that have changed. QUITE a bit less. Perhaps the updater could be included in the download. But it should come with a warning that you will need to stay connected while it does it's work.
