Ruby home page has a Download page
[http://www.ruby-lang.org/en/download.html] with links to Windows binaries,

http://www.pragmaticprogrammer.com/ruby/downloads/ruby-install.html
http://www.dm4lab.to/~usa/ruby/index_en.html
