Maybe this is a feature, but on my ruby -v ruby 1.7.2 (2002-06-29)
[i386-mswin32], running from cmd.exe on a w2k system: 

D:\Fuji>ruby  -e "print File::SEPARATOR"
/

Looks a bit odd to me.
