How about

class IO
  USER_DEFAULT_ENCODING = nl_langinfo(CODESET) # libc function, probably 
                                               # not available on windows
  attr_accessor :encoding
end

have read/write look at @encoding. Should be added it to the IO 
constructors in some way, but made optional.
