I think you'll need to use Visual C++ for this. You may be able to use 
MinGW instead, if there's a way to make MinGW DLLs look like Visual C++ 
DLLs (and I'll bet there is). It won't work with Cygwin because that 
targets a different runtime library (Cygwin's, versus Microsoft's).
