Thanks, guys! The hints got me on the right track, although the 
server's still down due to other unrelated issues (apache config 
problems I think).

The problem was that the previous ILE release was configured to 
listen on 0.0.0.0:8083. I changed it in the new release to 
127.0.0.1:8083 "to be safe" (avoid conflict with other apps), not 
realizing that the loopback device wasn't available on the deployment 
server. Changing it back to 0.0.0.0 fixed it.

Software. Sigh...
