Tell me what the output of "dpkg -L mesag-dev | grep GL/glut.h" gives.

If it returns non-empty output, then consider rerunning extconf.rb
to remake the Makefile.

Oh, I'm being dopey.  You probably don't have GLUT packages installed.

$ apt-get install glutg3 glutg3-dev

Do that first.
