I haven't messed with PL/I in over 18 years, but my memory is that EOF
is handled by an "on unit," a special statement label that is branched
to when certain conditions occur. The syntax is something like:

ON EOF MYFILE DO;
	/* whatever */
	END;

Looks like an exception to me.
