Yes, and no.  I mean, nothing in what I described, per se, will take care of 
conflicts, but dependancy resolution and conflict handling are both central 
to any package management mechanism worth using.  I didn't bother to put in 
requirements for features that I (Sean-POLS) expect to be a basic given :-)
