I'm not sure about it in English.
http://www.ruby-lang.org/en/man-1.6/ pages are almost empty or
just copied from Japanese pages.

Current valid values for $KCODE are strings start with
followings (case insensitive).

  "E" for EUC-JP
  "S" for Shift-JIS
  "U" for UTF-8

The other values are treated as "NONE", ASCII only.
