Yeah, that's what it looks like. The Netscape 6.2 screenshot
(http://www.pinkjuice.com/temp/prgrbnn6.png) shows hollow boxes with
every other character; that's a telltale sign of Unicode. However, if
I view the headers for the URL
http://home.vr-web.de/juergen.katins/ruby/book/index.html this is what
I get:

$ telnet home.vr-web.de 80

Content-Type: text/html

It says "Content-Type: text/html" without any mention of a two-byte
character encoding, so some web browsers get confused.
