The complete sentence is

The right angle bracket (>) may be represented using the string "&gt;", and
must, for compatibility, be escaped using "&gt;" or a character reference
when it appears in the string "]]>" in content, when that string is not
marking the end of a CDATA section.

Bad:
<foo> ">" is OK.  But "]]>" will cause trouble </foo>

Good:
<foo> ">" is OK.  So is "]]&gt;" </foo>


And "for compatibility" is defined as "Marks a sentence describing a
feature of XML included solely to ensure that XML remains compatible with
SGML."
