Would it be too much work to set up  a new mailing list called ruby-ann or
whatever, where people could ANNounce their new scripts or new versions of
libraries.

RAA Entry updates could be automatically forwarded (unless explicitly
requested no forwarding with a check box). Those messages would all use same
format with all necessary information (like Changed since previous version,
Urgency). 

Additionally there could be one lightly marked HTML (XML) page, which is
automatically updated, and each new announcement would add line to the
beginning of the file. This would enable someone to write simple script to
download (and auto-install :) all latest inventions of the Ruby community.

Currently I find it hard to follow what's going on at RAA. It seems one has
to visit it every now and then. If there's something helping one out
already, it would be nice to know.
