It sounds as though you want an XML data binding tool. There isn't one in
Ruby (as far as I know). However there are some in other languages. You've
put four constraints on the tool: XML <-> C struct; generate specialised
parser; use Relax NG; use Ruby. I'm afraid any two of these will probably
severely limit your choices.

comprehensive overview of the tools available.
