No, but does it work if you use an explicit ? There is also the case of wheter your IfModule actually gets runned when you restart Apache. IIRC, there is the issue of LoadModule vs AddModule, and what one of those does is cleared by ClearModuleList. So, check to see that your LoadModule ruby_module /usr/lib/apache/mod_ruby.so or similar isn't above some ClearModuleList command that comes before your IfModule.
