"Wide string" such as UCS4 may be defined as one of character encoding
schemes.  Anyway, you can do indexing without regex safely after M17N
is fully implemented.  You don't have to care about whether it's a
variable sized multi-byte character string (such as UTF-8, EUC-KR) or
a fixed sized wide character string (e.g. UCS4).  There will be no
difference (except performance) at Ruby level.
