I'd use a proper XML or HTML processing tool for that.  Then you can
search with XPath '//a'.

$ irb19 -r nokogiri
irb(main):001:0> str = "<a>1</a><a>22</a><a>3</a>"
=> "<a>1</a><a>22</a><a>3</a>"
