There are occasional free conferences (and "unconferences").  For
instance, here in Northern Virginia, we have RubyDCamp coming up at
the end of the month, and the Arlington Ruby Meetup has started
putting on unconferences every several months or so.  If the
"keystone" reference in your username is Pennsylvania (the Keystone
State), you might be able to make it down here for those.  (Except
that this year's DCamp is full, with probably a long waiting list
already.)

Start by getting active in your local Ruby community, assuming there
is one.  Not only can they help you learn, but also they can clue in
to nearby free (or at least cheap) conferences.
