Well, I'd first maintain a patched version of cgi.rb.  If it ever
reached a point where people were constantly being pointed to the
patched version, then I think it would be a non-controversial RCR.

There's more stuff I'd like to 'fix' (INHO) about cgi, and all that is
being rolled into Narf.  This seemed like a very useful thing though,
so I asked the list.
