"The Ruby Way" has a fair chunk on CGI (pp. 452-473 approx.) It deals
with displaying & processing forms, cookies, user sessions, fastCGI,
and a larger case study - in this case a message board. I haven't read
this part of the book (or used CGI) but the rest of the book (that I've 
read) seems really good. 

"Ruby Developer's Guide" has a fair bit of stuff about (or at least using)
CGI and FastCGI in chapters 5 & 6 ("Web Services and Distributed Ruby" and 
"WWW and Networking with Ruby"). See the comment I made for "The Ruby Way" 
(I haven't... ).
