While the VM is a DLL (\j2sdk1.4.0\jre\bin\server\jvm.dll) I don't think it's preloaded. Cygwin has obviously a hard time to parse and implement "2>&1" which adds a large overhead. Perhaps, the cygwin-compiled Ruby has also some cygwin-related problems.
