1.4.4.1 still has a bug around REXML handling!  I'm very
sorry.  I've not tested under a situation for non-Japanese,
US-ASCII people who does not need CES conversion...

To fix this bug, please remove "require 'uconv'" line in
soap4r-1_4_4_1/lib/soap/rexmlparser.rb.  This module should
not be required here.

Fixed version of soap/rexmlparser.rb is at
