We had the same problem RubyInstaller, make + ANSICON last year. Please disable ANSICON before attempting to compile from the batch file, ANSICON will try to hook cmd.exe and the child processes (make.exe) which will fail and crash. You can "set ANSICON_EXC=make.exe" to exclude it from being hooked.
