Either parts of the RG release process have mutinied, or it's taking
awhile for the mirroring process to happen.

OK: gem update --system
FAIL: http://rubygems.org/pages/download has only 1.8.17 artifacts
FAIL: http://rubyforge.org/frs/?group_id=126 has 1.8.19- artifacts
FAIL: speculative URLs like
http://production.cf.rubygems.org/rubygems/rubygems-1.8.20.tgz give
NoSuchKey errors
