Subject: [ANN] DNote v1.7.1 released

DNote 1.7.1 has been released. 

DNote makes it easy to extract developer's notes from source code, and supports almost any language.

The `dnote.yml` file which provides project metadata, particularly the DNote::VERSION setting, was left out of the package manifest. This release fixes this issue and gets things working again.
