Don't go to this site, there is someone violating the GPL,
Where is the source there?  Where is a checksum?  No timestamp!
Where is a support address?  Probably this .dll contains a virus!!!

Why do you want to use some old cygwin1.dll?
You don't want to!

Why not fetching the up to date version from the source?
http://www.cygwin.com/setup.exe to install Cygwin with Shell and
what is needed else or look for the mirrors to fetch the
Cygwin package: http://www.cygwin.com/mirrors.html

All the packages are now in the 'release' subdirectory.
