Are you just uploading edited files to a running Rails app? Because if so, yes, you're missing the way most sites are deployed. In production mode, the app needs to be restarted to pick up changes; the normal process is test your changes locally, save to your version control system (usually git) and then use something like Capistrano to deploy the updated app to your production server, which gets restarted in the process.
