Ruby development isn't usually so complex, nor requiring directory trees so deep, as to absolutely require an IDE, like any significant Java or .NET project. That said, though, I am tempted to look into Ruby IDEs, for the better syntax handling, template filling-in, mistake highlighting, method/argument hints, etc. It's on my list of things to spring for once I land some paying clients. ;-) I've heard great things about RubyMine in particular.
