Ehhh...  why not try to reduce the number of (cultural|language)
barriers and keep things focused on the roles/responsibilities in the
project.

ruby-dev:	   List devoted to the core interpreter (ruby-core anyone?)
ruby-dev-jp:	   List devoted to the interpreter held in Japanese
ruby-dev-en:	   List devoted to the interpreter held in English
ruby-users:
ruby-users-jp:
ruby-users-en:
etc.

ruby-dev is the authoritative list however where discussion from
ruby-dev-(jp|en) boils up to for authoritative discussion.  I'm not
sure if there are English -> Japanese translators, but I _do_ know
they go the other way...  -sc
