I'm not too much of a fan of them myself, instead believing that code speaks far louder than anything a test could provider. However I am a fan of seeing more people being able to use Ruby at the workplace. It could provide a way to approach business who are evaluating languages choices and provide them a way to objectively evaluate candidates. However, as I mentioned it would be within best interest that such a certification was created against an official specification of the language (something I'm trying to work on as a side project).
