Just so you know, FXRuby isn't an implementation of Ruby (the way
JRuby and IronRuby are); it's a GUI toolkit that requires Ruby.
Furthermore, I believe it only works with the C-based Ruby, which is
referred to as MRI or YARV; it won't work with JRuby or IronRuby (to
the best of my knowledge; if someone else knows better, please chime
in).

Therefore, in order to use FXRuby, you need YARV/MRI Ruby.

I'm afraid I don't know about installing IronRuby or FXRuby.

YARV/MRI is easy to install on Windows; just go to
http://rubyinstaller.org/ , download the installer, and run it.

That's a much-debated topic. Probably anything that isn't Notepad will
be all right; use whatever you like. I often see SciTE and Notepad++
recommended.

I don't know anything about RDE except that it hasn't been updated
since 2007. I guess you'd have to try it out; but an IDE really isn't
necessary or recommended for beginners.

I believe so. Google ruby speech synthesizer or ruby "text to speech".
