I'm remembering chasing this problem down before, although I've never experienced it personally. I'm not sure I remember all the details but IIRC, you don't run into this problem if 1) you never installed X11 or 2) you did install X11 but you built it yourself using only the shell scripts supplied by the XFree86 project. If you used Fink or GNU/Darwin to install X11, you have modified your .tcshrc file to set some environmental variable so that the build thinks you need the header file. Who knows what you have done if you run bash? Anyway, if you need the file, it's part of Tcl, so you can always get it from SourceForge.
