The only reference I see to that constant is: ./ruby/lib/uri/common.rb: HTML5ASCIIINCOMPAT = [Encoding::UTF_7, Encoding::UTF_16BE, Encoding::UTF_16LE, I'm not sure why that would not be initialized...
