Do you have to use that request software?  You can easily test whether 
your server's cgi gateway is working by using a ruby script to send the 
post request to your cgi script:

require 'net/http'
require 'uri'

url = URI.parse('http://www.somehost.com/some_page')

data = {
  'url' = 'http://www.some_site.com'
}

response = Net::HTTP.post_form(url, data)

puts response.body
