there are many ways.
sometimes,  we just need to focus on what we need...  eg,

Hash[* "foo.bar/somePath/somepage.php?attr=value&theone=64646hs554&other=ddd".scan(/(\w+)=(\w+)/).flatten]

#=> {"attr"=>"value", "theone"=>"64646hs554", "other"=>"ddd"}
